Noel oversees the START project life cycle, Center marketing & communications, HR and recruitment, archive and database management, Center finances and awards, payroll, and scheduling and communication with clients at START. She holds two degrees from the University of Washington, a Master of Communication in Communities and Networks and a BS in Environmental Science and Resource Management.

Noel is a lifelong dog lover, and spends her free time spoiling her senior Chiweenie, Bert.
