Dr. Houck has been active in the care of refugees. Following medical school at the University of Washington and family medicine residency at the University of Colorado, he worked in India and Nepal. He served 28 years in the US Public Health Service. His assignments included the Indian Health Service as a clinician on the Navajo Indian Reservation; the Centers for Disease Control and Prevention as Epidemic Intelligence Service Officer, preventive medicine resident, public health educator, and officer with the Division of Global Migration and Quarantine; and the Centers for Medicare and Medicaid Services, where he performed healthcare improvement studies. He has worked with Haitian refugees at the Guantanamo Bay Naval Station; with Chinese migrants off the Mexican coast; with Middle Eastern refugees on the Greek island of Lesvos, at the northern Greek border, and in France at the refugee camps at Calais; in Colombia with migrants from Venezuela; and in Guatemala with local populations. He is an aviation medical examiner for the Federal Aviation Administration and a consultant in public health for civil aviation. His research and teaching interests include refugee health.
